The HSE manager (health, safety, environment) is the person who answers, to management and to Suva, for the safety of people, environmental compliance and health protection on an industrial site. In Switzerland the job sits within a precise framework: the Accident Insurance Act, the Labour Act, the FCOS MSST directive and a federal ordinance that defines who may call themselves a safety officer or a safety engineer. This profile describes the job as our clients recruit for it, the qualifications that count, the 2026 salary grid and the sectors that are hiring.
What an HSE manager does, and who they report to
A typical Monday at a watch-component plant in the Bernese Jura: analysis of a near miss on a press, update of the chemical risk assessment for a new treatment bath, preparation of an ISO 45001 audit scheduled for November, and a meeting with management to decide on a CHF 60,000 investment in workshop extraction. The job is technical, regulatory and political in equal measure.
- Designing and running the MSST safety system: hazard identification, risk assessment, measures, monitoring
- Ensuring compliance with the LAA, LTr, OPA, OLT 3 and, depending on the site, OPAM (major accidents), OChim and LPE
- Leading ISO 45001 and ISO 14001 certifications and preparing customer audits
- Analysing accidents and near misses, reporting to Suva or the LAA insurer, following up corrective actions
- Training managers and teams, running safety briefings, managing external contractors
- Reporting to management with indicators (frequency rate, days lost, non-conformities) and defending a budget
The reporting line decides how effective the job is. Reporting to production, the HSE manager argues against their own boss; reporting to the site director or general management, they argue on its behalf. The MSST directive requires calling on occupational safety specialists as soon as particular hazards exist, whatever the size of the company, something many SMEs discover at their first Suva visit. A 40-person chemical site has the same obligation as a 2,000-person group.
The qualifications recognised in Switzerland, and which ones count in recruitment
The word HSE comes from Anglo-Saxon groups; Swiss law does not know it. It knows four categories of occupational safety specialist, defined by the Qualifications Ordinance (OQual), and a federal diploma that gives access to them. Here is how they read on a CV.

A candidate from France with an HSE master's and ten years of plant experience is employable in Switzerland, but will be challenged in audits until they hold an FCOS title or the STPS diploma. The diploma is prepared while working and the Confederation refunds half the course fees; we advise starting it in the first year in post. Serious employers fund it. The AEAI fire protection safety officer certificate is a second title frequently required in adverts, distinct from the first.
Skills and languages: the real order of priorities
Adverts list twenty skills. Hiring decisions come down to far fewer, and not in the order the adverts present them.
- Knowledge of applied Swiss law. LAA, OPA, LTr and its ordinances, the MSST directive, and for relevant sites OPAM and OChim. A candidate who reasons in the French Labour Code or in REACH without transposition loses the interview.
- Sector experience. A foundry HSE manager and a pharmaceutical laboratory HSE manager are not interchangeable. The hazards, the supervisory authorities and the certifications differ.
- Languages. German is the language of Suva, of FCOS and of most industrial sites. In French-speaking Switzerland, French is enough on site, but English is expected in international groups and German makes the difference for national coordination roles.
- Authority without hierarchy. The HSE manager does not command the teams they must convince. Recruiters test this in interview with a line-stop scenario: the candidate has to say whether they stop, how they announce it and to whom.
ISO certifications (45001, 14001, 9001 in integrated QHSE systems), internal auditor and Lean are assets that do not replace the FCOS or STPS title.

Amounts in CHF gross per year, 13th salary included, bonus excluded. The gap between an experienced safety officer and a site manager can be measured: on our 2026 assignments, the step is worth CHF 20,000 to 25,000 a year in French-speaking Switzerland. Over ten years at constant salary, that is more than CHF 200,000; the STPS diploma that conditions the step costs CHF 12,950 in courses at F4S in Geneva or CHF 15,300 at Suva in Lausanne, before the federal subsidy. The sectors that are hiring, and what they expect on top
Demand is not uniform. A handful of sectors account for most of our HSE assignments, each with a requirement of its own that the advert does not always state.
- Pharma and chemicals (Basel, Valais, Fribourg, northern Vaud). OPAM sites, chemical and biological hazards, FDA audits. Safety engineer expected, English mandatory. This is where the top of the grid is found.
- Machinery, metalworking, MEM (Jura arc, Aargau, Zurich). Machine safety, Directive 2006/42/EC and the Product Safety Act, ergonomics. The safety officer with workshop experience beats the theoretical engineer. The most common bridge comes from process roles, described in our profile of the process engineer in Switzerland.
- Watchmaking and microtechnology (Geneva, Vaud, Neuchâtel, Jura). Surface treatment chemicals, cleanrooms, AEAI fire protection. A contracted market in 2026, but HSE positions are rarely cut: the legal obligation remains.
- Food industry (Fribourg, Vaud, eastern Switzerland). Hygiene, cold chains, ammonia in refrigeration plants. Integrated QHSE profiles, with product quality.
- Energy and infrastructure. Work at height, electricity, heavy subcontracting. Site safety coordination and Suva culture.
For a cross-border worker or a candidate from the EU, the HSE job is one of the most accessible in industry: qualifications are recognised through FCOS equivalence, and the permit depends on the contract, not the degree. Landing the job: what recruiters test in the interview
HSE interviews in Swiss industry rarely last less than an hour and almost always include a site visit. Some questions recur, and the expected answer is not the one candidates prepare.
- "An operator removes a guard to save time. What do you do?" The expected answer starts with stopping the machine and ends with an analysis of why, not with a sanction.
- "What was the frequency rate on your last site, and how did you bring it down?" A number, a method, a dated result. Without a number, the experience is not credible.
- "Management refuses a safety investment you consider necessary. What do you do?" The recruiter is looking for someone who documents the refusal, quantifies the risk and escalates, not someone who gives in or someone who threatens.
The application that gets through names the FCOS or STPS titles with their dates, the ISO certifications led, the authorities dealt with (Suva, cantonal labour inspectorate, FOEN) and two quantified indicators. What HSE candidates ask us most often.
Can you be an HSE manager in Switzerland without an FCOS title or the STPS diploma?
Yes, the employer may appoint whoever they wish. But the MSST obligation to call on a qualified specialist remains, and the company will then have to engage an external specialist. Most employers prefer to fund the title of the manager in post.
Is the STPS diploma recognised in France or the EU?
It is a Swiss professional education title with no automatic equivalence. It is valued in groups with Swiss sites; elsewhere, experience prevails.
Do you need German for an HSE job in French-speaking Switzerland?
Not on site. Yes to read Suva and FCOS documentation in its most current version, and for any coordination role with German-speaking sites.
What is the difference between QHSE and HSE?
The Q adds product quality and ISO 9001. In SMEs, one position often covers both; on a large site, they are two functions.
Is the HSE manager criminally liable in the event of an accident?
Primary responsibility lies with the employer. The HSE manager can be implicated if they neglected a task formally delegated to them. A written job description and dated reports are their protection.
